Rachel Payne

A lifelong advocate for individuals with disabilities, Rachel brings over two decades of expertise into everything she does. A Florida-licensed special educator in Varying Exceptionalities (K–12) with a Pre-K Special Education endorsement, she spent 17 years teaching in a center school setting — earning both School Teacher of the Year and District Top 10 honors — before transitioning into waiver support coordination. Rachel is the owner of Together Towards Independence, a Florida HCBS waiver-qualified organization providing waiver support coordination services to individuals who receive Home and Community-Based Services waiver support. She is also a certified professional life, executive, and parent coach and founder of C3-Collective, LLC, which provides coaching, consulting, and collaboration services to parents, agencies, and providers. A 2013 Spirit of the Center for Independent Living award recipient and 20-year Special Olympics coach, Rachel has dedicated her career to promoting independence and dignity for people with disabilities.
